Municipality of Brest Métropole
Brest and its seven neighbouring municipalities created the Communauté Urbaine de Brest in 1974, which became Brest Métropole in 2015. This cooperation reflects the desire of the 8 municipalities to work together to provide a better service to the population and more unified development plan.
Composition
The metropolitan area is made up of 8 municipalities:
- Brest
- Bohars
- Gouesnou
- Guilers
- Guipavas
- Plougastel-Daoulas
- Plouzané
- Le Relecq-Kerhuon
Plouzané has a population of almost 212,900 over an area of 220 km².
Plouzané is the third most populous municipality in the metropolitan area, after Brest and Guipavas. It has 6 representatives (out of 65) on the Metropolitan Council.
Transferred powers
Brest Métropole is now one of the most integrated EPCIs (Etablissements Publics de Coopération Intercommunale – Public Establishments for Intercommunal Cooperation) in France, i.e. it exercises a very significant number of powers on behalf of its member municipalities. Economic, cultural and social development
- Creation, development, maintenance and management of industrial, commercial, service, tourist, port and airport activity zones; redevelopment schemes with community interest.
- Economic development actions and facilities and related areas: higher education, research, vocational training, tourism, creation and extension of passive telecommunications networks.
- Construction, development, maintenance, management and running of cultural, socio-cultural, socio-educational and sports facilities, networks of facilities or establishments, where they are of community interest (Le Quartz, l’Arena, la Carène, Brest Expo – Penfeld park, la Recouvrance, swimming pools, nautical centres, the Château and Moulin Blanc marinas, etc.).
- Secondary schools under the conditions set out in the laws of 07/01/1983 and 22/07/1983.
Community space
- Inter-municipal development and planning charters.
- Master plans.
- Land use plans (now PLU – Plan Local d’Urbanisme / Local Urban Plans )
- Creation and implementation of ZAC (urban development zones).
- Establishment of land reserves of community interest, with municipal councils being consulted for their opinion.
- Creation, development, management and maintenance of public spaces in the community and municipal domains and their facilities: community, municipal and rural roads, all-purpose paths; public lighting, including operation; signage; green spaces (all green spaces, except those located in municipal facilities or accompanying them).
- Consideration of an overall development programme and determination of the development sectors mentioned in article L.332-9 of the town planning code.
- Construction, development and maintenance of school premises in the areas mentioned in 1.1, 2.4 and 2.7 and built or determined by the community; on expiry of a period of ten years from the date on which they are brought into service, ownership and maintenance of these premises are transferred, at its request, to the municipality on whose territory they are located; in this case, the conditions for the assumption of the annual loan repayments relating to these premises are determined by joint decision of the Community Council and the Municipal Council concerned.

- Organisation of urban (law of 30/12/1982) and school transport.
- Signage.
- Car parks and management of on-street parking, by applying municipal police decisions.
- Water and sewerage.
- Creation and extension of cemeteries and crematoria.
- Slaughterhouses and abattoirs, markets of national interest.
- Disposal and recovery of household and similar waste.
- Combating air pollution.
- Management of sensitive natural areas.
- Fire and rescue services.
